BRUSSELS, BELGIUM - APRIL-8-2005 - On the day of Pope John-Paul II 's funeral in Rome, the flags of the 25 European member states fly at half mast in front of the European PArliament in Brussels. There has been some controversy surrounding whether or not state, government and political institutions should recognize religious leaders in such fashion as it conflicts with the concept of " the separation of church and state ".
